The obligation
From 1 April 2027, an Indian battery has to record its own life.
CEA Chapter XA makes cell-level data capture, ten-year retention and a file the Electrical Inspector reads into legal duties. Most containers arriving in India today cannot do it, and their vendors have no Indian entity.
Countdown
This is a date, not a forecast.
Notified 27 March 2026. Nothing about it is conditional.
- Instrument
- Central Electricity Authority (Measures relating to Safety and Electric Supply) Amendment Regulations, 2026
- File no.
- F.No. CEA-PS-16/1/2021-CEI Division
- Gazette
- Gazette of India Extraordinary Part III Sec. 4, No. 231 of 30 March 2026 (CG-DL-E-31032026-271455)
- In force
- 1 April 2027
Scope, commonly got wrong. Applies above 650 V measured at the point of connection, not at the DC string. A 400 V pack behind a PCS connecting at 11 kV is fully inside it.
Clause by clause
What it actually says.
Every row carries the regulation number so a hostile reader can check it against the gazette.
122(B)(5)(a)
The BMS shall monitor and record voltage, temperature and thermal runaway at cell, module and rack level, and current at rack level.
Per-cell data capture becomes a legal duty, not a design choice. Most containers arriving in India today do not expose it.
122(B)(2)
Two-fault tolerance.
A single failure must not propagate, and both the design and the evidence have to show it.
122(C)(1)
Forced ventilation with automated louvres.
Thermal management becomes inspected rather than assumed.
122(F)(1) and (2)
Detection and suppression, per container.
Per container, not per site.
122(M)(2)
Audit report to the Electrical Inspector.
Somebody has to assemble a defensible file. Owners are discovering it is them.

The part nobody has pricedThe notified text deleted every hard number from the June 2025 draft, the 7.5 m setback, the 3 m inter-container spacing, the 2-hour fire rating, and replaced them with 'as per relevant standard'. New Reg 137 gives CEA three months from commencement to publish that list, so it lands around 1 July 2027 and nobody yet knows what it will say.
